I'm having trouble figuring this out. Any hints would be appreciated.

My physical server is in the USA CST time zone. I'm physically on the other side of forever.

In the configuration settings if I put USA CST as my time zone and in my personal preferences my local time zone, stories are published an hour later than they should be. I've verified that the difference is 13 hours. USA location is -5 and I'm +8.

What may be missing?

To clarify, after looking at this more, the problem seems to bet that the default publish time when a story is written is set an hour ahead. If I manually change the time to be published it works okay.

Time zone handling (actually date handling in general) is weak in the current version of glFusion. We've replaced all the data handling, including timezone support, for the next release. For now, what you've done by tweaking the time zone / publish date is probably the best solution until we get 1.3.0 out the door.
